Football could look very different when the 2026 FIFA World Cup gets underway. FIFA and the International Football Association Board (IFAB) are reportedly considering several new regulations aimed at reducing time-wasting, increasing fairness, and improving the overall flow of matches. If implemented, these changes could have a significant impact on players, coaches, referees, and fans throughout the tournament.
Throw-In Rule
Under the proposed throw-in rule, players will have just five seconds to restart play once the ball has gone out of bounds. If the time limit is exceeded, possession will be awarded to the opposing team. The change is designed to eliminate delays and keep the game moving at a faster pace.
Goal Kick Rule
Goalkeepers could also face stricter time restrictions. Once a goalkeeper has gathered the ball or is ready to restart play from a goal kick, they will be expected to put the ball back into play within five seconds. Failure to do so could result in the opposing team being awarded a corner kick, creating a strong incentive to avoid wasting time.
Substitution Time Rule
The substitution process may become much stricter under the new proposals. Players leaving the field after being substituted will have just ten seconds to exit the pitch. If they fail to do so, the incoming substitute will not be permitted to enter the game for one minute, forcing the team to temporarily play with only ten players.
Off-Field Treatment Rule
To discourage players from exaggerating injuries or disrupting the flow of a match, any player who leaves the field for medical treatment will be required to remain off the pitch for at least 60 seconds before returning. Goalkeepers will be exempt from this rule due to the unique nature of their position.
Aggressive Face-Covering Behavior
FIFA is also looking to crack down on confrontational conduct. Any player who aggressively covers another player’s mouth during an argument or heated exchange could be shown a straight red card. Officials believe the measure would help improve sportsmanship and reduce unsporting behavior on the field.
Corner Kick Reviews
Technology could play an even bigger role in football under the proposed changes. Referees may be allowed to review corner-kick decisions before play resumes to ensure the correct team has been awarded possession. The goal is to reduce errors that could directly lead to scoring opportunities.
Second Yellow Card Reviews
One of the most significant proposed changes involves second yellow cards. Incidents resulting in a player’s second booking, and therefore a red card, may become reviewable. Supporters of the change argue that it could prevent players from being unfairly sent off due to obvious officiating mistakes. Penalty decisions and other major match-changing incidents would continue to be reviewed under existing protocols.
The proposed rule changes represent FIFA’s latest effort to modernize football while maintaining the integrity of the game. Whether supporters embrace the changes or critics question them, there is little doubt that the 2026 FIFA World Cup could become one of the most innovative and closely watched tournaments in football history.
